INDOT Invites City, Town and County Officials to Local Road and Bridge Funding Meetings
Agency to Provide Information, Answer Questions on New Funding for Local Roads

The Indiana Department of Transportation will host six regional meetings for city, town and county officials to detail changes to the Community Crossings matching grant program through recent legislation.

Last month, Governor Eric Holcomb signed into law House Enrolled Act 1002, which invests hundreds of millions of dollars annually in new funding for state and local road and bridge projects across Indiana.

In 2016, INDOT launched the Community Crossings Local Road and Bridge Matching Grant Fund, awarding $146.5 million in match funding to local governments that submitted qualifying road and bridge projects. That funding is in addition to the approximately $250 million that INDOT provides to cities, towns and counties each year through the agency’s federal-aid program.

INDOT’s regional meetings will provide details and answer questions on the 2017 legislation and changes to the 2017 Community Crossings guidelines.

City, town and county officials should plan to attend a session in their area to learn about projects eligible for funding, submitting projects for matching funds, deadlines for project submissions, projected timelines for distributing funds, and developing an asset-management plan.

Due to the popularity of the grant program and limited seating, INDOT asks that local officials call the phone numbers listed to reserve seats for a morning session from 10 to 11:30 a.m. local time or an afternoon session from 1 to 2:30 p.m. local time. Asset Management Plan Review

LTAP is now overseeing the review of all local agencies’ Asset Management Plans (AMP) for the Community Crossing Grant Program, for municipalities adopting the Wheel Tax and Excise Surtax, and for counties adopting the new higher rates for the Wheel Tax and Excise Surtax.

LTAP’s role is now expanding to be the reviewer of compliance for Asset Management Plans.  LTAP is assisting local public agencies in the development of their plans by providing technical assistance, reviewing AMPs, checking them for compliance with the INDOT approval template, and offering advice where information may be missing or lacking.

INDOT is asking that all AMPs be sent to LTAP for review.  LTAP will manage this process and continue to provide assistance.  The Community Crossing Grant program still requires these asset management plans in the submittal package.

The House Enrolled Act 1001 requires local agencies to have INDOT approved AMPs for the following purposes:

  1. To be able to apply for Community Crossings matching grant funds (Local Road and Bridge Matching Grant)
  2. For a Municipality greater than 10,000 people to be able to adopt the Wheel Tax and Excise Surtax.
  3. For counties to be able adopt the Wheel Tax with rates between $40 and $80 as well as for the Excise Surtax to be adopted with rates either between 10%-20% of the excise tax or flat rates between $25-$50.
