SECTION 203 – Compaction Acceptance with LWD (Light Weight Deflectometer)
A revised RSP 203-R-628 was approved to separate the aggregate moisture requirements for delivery of aggregate to the project, the aggregate moisture requirements for compaction, and testing of the aggregate. These revisions reflect additional modifications to language that did not pass Standards Committee in June 2016.

SECTION 202 & 203 – Removal of Structures and Borrow and Disposal
Editorial revisions to the 202 and 203 Removal of Structures, Bridges, Culverts, and Other Drainage Structures section were made to clarify and create consistency. A considerable amount of language was revised in the 203.08, Borrow and Disposal section to provide clarification concerning the contractors required actions and documentation with regard to sites designated for borrow or disposal. The standard specifications were revised along with the IC 203, Request for Acceptance of Borrow and Disposal Request form. This action was specifically helpful for contractors who transport and store disposed (includes clean fill, concrete, and asphalt) material to existing disturbed contractor owned or controlled sites.

SECTION 203 – Use of Recycled Concrete Pavement for Embankment Construction
Recycled concrete is currently allowed to be used as subgrade treatment when aggregate size No. 53 is specified. However, this has led to problems due to material leaching into underdrains, clogging them up and potentially causing environmental problems as well. Section 203.18, Embankment Construction, has been revised to restrict the recycled concrete usage to embankment construction rather than subgrade construction.

SECTION 404 – Aggregate for Seal Coat
The current specifications allow SC 11, SC 12, and SC 16 as aggregates, but they are not required. SC aggregates have a reduced P200 value and are more effective in seal coat applications. It was stated the reason the “regular” aggregate products were left in the spec was because local agencies reference our specifications. Type P seal coats requires polymer modified emulsions, which is what INDOT exclusively uses now. Seal Coat Table Note 1 has been modified to state “AE-90S and SC aggregates shall be used for type P seal coats, except SC aggregate requirement will not apply to seal coat used on shoulders.”
Also, SC aggregate requirements have been relocated from the 904 to the 404 section.

SECTION 408 – Asphalt Binder For Sealing Or Filling Cracks and Joints in HMA Pavement
There are multiple materials currently allowed for filling cracks on a surface milled in accordance with 306. PG 64-22 is the material of choice and was intended to be used on a milled surface, but is not clearly stated. Also, SC aggregate requirements have been relocated from the 904 to the 404 section.

SECTION 506 – Pavement Smoothness Requirement For PCCP Patching
INDOT stated there are smoothness concerns where a PCCP patch will not be overlaid, where the design speed is greater than 45 mph, and the length is greater than 20 ft. For contracts where a profilograph is not required, a 16 ft. straight edge will be used to accept longitudinal smoothness at locations stated in the previous sentence.

SECTION 617 – HIGH FRICTION SURFACE Treatment
In 2014, there were 705 fatal crashes in Indiana. Approximately 25% of fatal crashes occur at horizontal curves and roadway departure crashes remain an emphasis area in Indiana’s Strategic Highway Safety Plan. FHWA is encouraging state DOT’s to deploy high friction surface treatments (HFST) at horizontal curves and other critical locations as part of its Every Day Counts initiative. HFST has been shown to dramatically reduce crashes at horizontal curves. HFST consists of a high friction aggregate (primarily calcined bauxite aggregate) set in a polymer resin binder.

SECTION 725 – Removal and Disposal of Debris and Foreign Material From The Existing Pipe
As required by specification, pipes are to be cleaned of debris prior to lining. The current specification does not address disposal of the generated material. Direction was added in 725.08, Liner Pipe Installation to dispose of debris removed from a pipe per 203.08.

SECTION 805 – Accessible Pedestrian Signals
Updates have been made to RSP 805-T-201, as well as Accessible Pedestrian Signals and Standard Drawing series E-805-SGCO and adds Standard Drawing E 805-PPBA Series. Included are Pedestrian Pushbutton Assemblies for both an Accessible Pedestrian Signal (APS) and a Non-APS system. An APS and Non-APS pedestrian pushbutton assembly needs to comply with the Public Rights-of-Way Accessibility Guidelines (PROWAG), the Indiana Manual of Uniform Traffic Control Devices (IMUTCD), and Recurring Special Provision (RSP) 805- T-201. More detail has been added to the Standard Drawings and Indiana Design Manual (IDM) for APS and Non-APS pedestrian pushbutton assemblies.

SECTION 901 – PCC and Blended Cements
This is a revision to an existing RSP that includes language that allows the Contractor to avoid grooving durable markings adjacent to a concrete center curb without at least a 12-inch offset. The proposal also includes a few other minor corrections to the RSP. Also revises the testing frequency for ground granulated blast furnace slag to one test per 2500 tons produced.
