The CSGP replaced IDEM’s Rule 5 in 2021. The CSGP, enacted in 2021, expires at the end of 2026. The CSGP is issued to regulate storm water discharges from construction activities into surface waters of the State of Indiana. The CSGP applies to owners, developers, and contractors involved in construction activities with a projected land disturbance of one (1) acre or more, and operations that result in the land disturbance of less than one (1) acre of total land area that are part of a larger common plan of development or sale. The permit includes, but is not limited to, coverage limits, notice and submittal requirements, and performance standards.

- Written feedback must be submitted to the Stormwater Program email account at Stormwat@idem.IN.gov
- The email “Subject Line” should include: CSGP Permit Review
- Provide feedback and alternative language if you propose changes. Feedback should reference the Section, Subsection, etc. and location in the MS4GP, including the page number.
IDEM is also providing an opportunity to receive feedback through a virtual meeting.
