INDOT Storm Water Management Training

INDOT will conduct two Construction Storm Water Management Trainings on  from 9:00 a.m. to 3:00 p.m. on Wednesday, January 10, 2018 and Wednesday,  January 24, 2018 at the Traffic Management Center 8620 E. 21st St in Indianapolis. After attending the class, participants will have 30 days to enter into the INDOT University E-Learning site to finish the training and take an exam. Participants must attain 40 out of 50 correct on the exam to complete this training. Training is valid for 3 years from the class date and can be renewed online.

PLEASE NOTE: If you are enrolling individuals for your company, make sure to include the participant’s valid email address as it will be used for the online portion of the class.

National Environmental Policy Act Refresher (WebEx) (Date: September 13, 2017, 1:00pm-3:00pm (Eastern))

Participants in this class will receive updated information covering environmental considerations required under the National Environmental Policy Act (NEPA) of 1969. The NEPA Refresher is required every two years to retain NEPA certification for environmental work for INDOT projects. The NEPA Refresher is presented as a webinar. There is no cost for this training. Seat limit is set at 150.

National Environmental Policy Act Initial Training (Requires Online and In-Person Participation) (Dates: September 15, 2017 through October 17, 2017)

Participants in this class will receive detailed instruction covering environmental considerations required under the National Environmental Policy Act (NEPA) of 1969. Participants will also learn about various policies on work done for INDOT and FHWA. Upon completion of the course participants will be certified in the INDOT NEPA project development process. This course is one of the requirements to be prequalified for environmental work for INDOT projects.

The NEPA Initial Training contains two elements:

Online Course: The NEPA Initial Online Course predominately covers NEPA laws and regulations along with providing background information on the NEPA process. The Online Course is through INDOT University and is self-paced. All Online Course modules must be completed in advance of the NEPA Initial In-Person Course. The Online Course is anticipated to take anywhere from 12-28 hours to complete and will begin on September 15, 2017. Participants will need to complete all modules by October 15, 2017 in advance of the NEPA Initial In-Person Course on October 17, 2017.

In-Person Course: The NEPA Initial In-Person Course is instructor lead and will focus on topics covered in the Online Course. The course will provide additional information, examples, case studies, class exercises, and discussion questions. The course will be at the Indiana Government Center South, Conference Room 22, 402 W. Washington Street, Indianapolis, IN 46204 on October 17, 2017 from 8:00am to 4:00pm (Eastern).

Completion of both the Online Course and In-Person Course is required for participants to become eligible for the final NEPA Certificate of Completion. Eligibility is determined by the Environmental Policy Office, which will notify approved participants how to access the final certificate. All Online Course modules must be completed in advance of the CE In-Person Course. The Online Course is anticipated to take anywhere from 4-6 hours to complete and will begin on September 15, 2017. Participants will need to complete all modules by October 15, 2017 in advance of the CE In-Person Course on October 18, 2017.

Bat Investigations for Field Personnel through INDOT University

The class supports INDOT’s implementation of the USFWS/FHWA/FTA/FRA programmatic informal consultation for the Indiana bat and the northern long-eared bat. The class is self-paced through INDOT University and should take about 30 minutes to complete and is at no cost. The course is geared toward field personnel who inspect bridges or conduct environmental investigations.

National Highway Institute – Environmental Justice Training Opportunity

The U.S. Department of Transportation and its partners are committed to integrating the principles of environmental justice (EJ) and nondiscrimination into all federal programs and activities. NHI’s latest Web-based Training, Fundamentals of Environmental Justice, explains how environmental justice applies to each stage of transportation decision making. In this course, participants are presented with a variety of strategies and resources for considering EJ throughout the transportation decision-making process.

This course was designed for transportation practitioners (from entry to senior level) employed at a range of organizations, including state departments of transportation, metropolitan planning organizations, local transportation agencies, and consulting firms. This training is recommended for data analysts, planners, project-development specialists, environmental specialists, civil rights specialists, consultants, and professionals in other roles that may require knowledge of environmental justice and transportation.

Emergency Site Evacuation

It is imperative that all employees know what to do in the event of an emergency when the construction site must be quickly evacuated. Work sites might need to be evacuated in case of fires, explosions and explosion potential, cave-ins, bomb threats and natural disasters. Planning and communication are keys to ensuring a safe evacuation. This is especially important at construction sites that face constant changes in physical layout, people, equipment, location of emergency devices, and access and evacuation routes. The supervisors must have a plan in place for the evacuation, and the employees must be informed of what to do and where to go during the emergency.

Pre-planning for an Emergency

An emergency evacuation plan should be developed at the start of the job. It should include:

  • A system to announce to the employees that the site is being evacuated.
  • A meeting place for all personnel to gather during the evacuation.
  • A designated individual who will be responsible to make sure all employees are accounted for once everyone has had time to reach the gathering site, and provide emergency response personnel the appropriate information for their rescue efforts.
  • A place where emergency phone numbers are posted. These numbers include medical emergency personnel, police, fire, EPA, health department, IOSHA, utilities, insurance carriers, etc. Numbers should be conspicuously posted near telephones, and all employees should be informed of the location(s). A responsible person should be assigned to assess and make the necessary calls. Responses will be more efficient if everyone knows whose job it is to serve as incident commander, or to take specific steps.
  • Someone assigned to talk to the media if they show up.
  • Training that ensures all workers know how to correctly use the personnel protective equipment, fire extinguishers, etc.
  • Time provided to practice the emergency procedures to ensure their effectiveness.

During the Evacuation:

  • Do Not Panic.
  • Announce to the site employees that the site should be evacuated immediately.
  • Call the main office and let them know that there is an emergency.
  • As instructed by the main office, call the proper authorities to deal with the emergency.
  • Account for all employees’ whereabouts, and let emergency response personnel know of any missing people.
  • Do not return to the site until the emergency is over.

Post-Evacuation Investigation

  • Determine the cause of the emergency.
  • Find ways to prevent the reoccurrence of the same incident.
  • Let other employees know what happened and what is being done to prevent a reoccurrence.
  • Critique the evacuation and look for areas that need improvement.

Storm Water Management Training Update

There is a new INDOT Construction Storm Water Management Training scheduled for March 30 from 9:00 a.m. to 2:30 p.m. at the Traffic Management Center, 8620 East 21st Street in Indianapolis. The cost is $140. Sign up today on the INDOT University webpage.

INDOT Construction Storm Water Management Training is a required training as per RSP 205-R-636 for Level I and Level II Storm Water Quality Managers. An additional certification is required for Level II contracts, please review RSP 205-R-636 for details. This Storm Water Management Training class covers the basics of implementing and maintaining a storm water management plan on INDOT road and bridge projects. Upon passing the exam, the training will remain active for an additional three years.

Individuals who took this training in 2014 are up for renewal this year. In a week or so each person who attended a 2014 class will receive an email with a link to start the renewal process. The renewal training will be all online.
