ICI/INDOT Statewide Meeting Wrap-Up

The ICI/INDOT Statewide Joint Cooperative Committee met on May 3. Co-Chair Todd Fredrick introduced INDOT’s Director of Materials Management and Construction John Leckie, who has stepped in to fill the vacant co-chair spot left by the recently retired Mark Miller.

ICI’s Calvin Lee summarized ICI/INDOT Work Zone Task Group’s recent efforts for early industry input on work-in-progress contracts, increased law enforcement hours and consideration for Interstate Highway Congestion Policy exceptions. The committee continued discussion of greater emphasis on partnering best practices for inclusion in pre-construction meeting agendas, and INDOT’s capacity to track change order, progress estimate and purchase order processing. Mr. Leckie is currently reviewing INDOT’s capabilities for tracking change orders and progress estimates, but is not optimistic about purchase orders.

INDOT announced plans to begin requiring electronic payroll reporting in July 2017. Open forum topics included an inquiry from industry about availability of DBE bid files (DBE.BIN) prior to lettings and the required trainee to journeyman ratio.

Electronic DBE/ACDBE Application is Here

On July 8, INDOT will launch its Electronic DBE/ACDBE application. The application will become the portal for potential applicants to apply for DBE/ACDBE certification and for existing DBEs to submit any and all DBE related materials.

There will be a user guide to access the electronic application placed on EOD’s website by July 7.

DBEs should be proactive and register their business on the Indiana Technical Application Pathway (ITAP), http://itap.indot.in.gov. Instructions for using ITAP are on the ITAP login screen. Once you log, request the DBE/ACDBE application to access the system.

EOD Staff will start contacting existing DBEs with August certification anniversary dates with guidance on how to proceed with their annual submittals. Electronic submittals to the DBE certification mailbox will be accepted only through July 31, 2016 for existing DBEs with a July anniversary date.

Please note after July 31, 2016 all submittals for DBE related purposes will ONLY be accepted via the electronic application portal.

INDOT requests your comments to set overall 2017-19 DBE goal

INDOT is proposing an overall Disadvantage Business Enterprise (DBE) goal of 10.9 percent, down from 12.4 percent, effective for construction contracts let in the fiscal years 2017 through 2019. Preliminary studies show the number could reasonably drop even further, depending on your involvement. INDOT is accepting comments until the end of June, then the Federal Highway Administration must approve this proposed goal.

The study includes an examination of the availability of minority- and women-owned businesses for state contracts and compared those data to the actual utilization of minority- and women-owned businesses in state contracting. It examined the following minority groups to determine availability and utilization of minority groups in state contracting: Black American-owned businesses; Hispanic American-owned businesses; Asian Pacific American-owned businesses; Subcontinent Asian American-owned businesses; and Native American-owned businesses. The study examined contract data for construction, professional services and goods and supplies from July 1, 2009 – June 30, 2013. The State of Indiana is required to conduct a disparity study every five years to maintain the legal validity for maintaining a Minority and Womens Business Enterprise (MWBE) program.
