SECTION 100

SECTION 103 – Award and Execution of Contract
Sections 103.01 and 108.04, Award and Execution of Contract, were revised to reflect recent regulatory changes and to assist with administrative oversight responsibilities of the Economic Opportunity Division.

Section 105, 107 – Inspection Holes
105.06 and 107.20, the Unique Special Provision for Inspection Holes, was revised for use on any project where inspection holes are deemed necessary, and made an RSP in order to assist Districts and designers in reducing inconsistencies and confusion when requiring inspection holes to verify utility locations.

SECTION 200

SECTION 200 – Recycled Foundry Sand
RSP 200-R-401, Recycled Foundry Sand, was revised and updated to the current requirements for CPS, moisture content, lift thickness and compaction of borrow and B borrow. Additionally, when the RFS is used in embankment construction, the sideslopes of the RFS are required to be encased with 1.5 feet of non-RFS borrow materials.

SECTION 203 – Compaction Acceptance with Light Weight Deflectometers
Section 203, the Light Weight Deflectometers (LWD) unique special provision that has been used for several years to address compaction acceptance with LWD testing, has been made into a recurring special provision.

Section 723 was revised to require details for horizontal restraint for 3-sided structures unless design calculations are provided that indicate such restraint details are unnecessary.

SECTION 731 – Mechanically Stabilized Earth-Retaining Walls
Section 731, the coefficient of uniformity (CU) of the reinforced backfill, was revised to require a minimum input value of 4.0 for all aggregates submitted for all designs using the ribbed steel strips curve from AASHTO LRFD Bridge Design Specifications. Aggregates are accepted by many other parameters such as pH, organic content, permeability, chlorides, sulfates and resistivity.

Section 807 – Luminaires and the Indiana Design Manual
Section 807.13, Luminaires and the Indiana Design Manual, was revised 1) to adequately address several issues (including power driver reliability, warranty requirements and the color of the emitted light) and 2) to ensure the design procedure recognizes service life to get a more accurate estimate of annualized costs, and to account for several concepts such as glare and adaptive lighting that are significant to certain types of lighting projects, e.g., downtown streetscape.

Section 808 – Pavement Traffic Markings
Section 808.12, Pavement Traffic Markings, was revised to be in line with what is being done in the field to measure dotted lines. The revised method calls for calculating the dotted line by counting the number of dotted lines and multiplying that number by the length of line shown on the plans.

SECTION 808 – Grooving for Durable Pavement Markings
Section 808, Grooving for Durable Pavement Markings, was revised for pavement markings so that longitudinal durable markings (thermoplastic, multi-component and preformed plastic) are placed in a groove to protect the additional investment being made in durable markings as compared to paint. The amendment also provides clarification regarding parking lines, minimum temperature for thermoplastic and preformed plastic markings, and the method of measurement of yield lines.

Section 901 – Blended Cements
Section 901.01, Blended Cements, was revised to allow the use of blended cement without additional INDOT restrictions of adding fly ash or GGBFS pozzolans by the concrete producer, as concrete containing Type IL blended cement and a plant added pozzolan is expected to result in as good or even superior performance when compared to combining a pozzolan with a conventional Type I cement. Type ISM was removed from the specifications.

Section 904 – Aggregates
Section 904.03, Aggregates, was revised to create a recurring special provision that would address several aggregate specification items related to aggregates for structure backfill, seal coats, and friction resistance. Section 904.03(d)1 was revised to allow any stone or gravel coarse aggregate to be added up to a limiting percentage for high ESAL category HMA surface mixtures. Section 904.03 was revised to include SC aggregates.
